ORGANICS ProcessingOrganics processing includes composting source-separated organic materials (SSOM) and separation of organics at the processing facility. This takes place at the Empire site. At Empire, SET accepts MSW from both commercial haulers and residents, removes compostable materials from the stream on a sorting line (thus processing the waste), and transfers the remaining material to RRT's Newport Refuse Derived Fuel (RDF) Facility for processing into electricity.
COMPOSTABLE MATERIALS Organic wastes from commercial, Food scraps and food preparation/service wastes including plate scrapings, bones and meat, fruit, vegetables, dairy items, tea bags, bakery items, coffee grounds, egg shells, or other scrapings or peelings from food preparation or service. Food processing wastes such as hulls, rejects and by-products from food processing activities. Garden Wastes such as plants, floral waste, trimmings, overripe vegetables and other compostable discards from gardening and horticultural activities from florists, garden markets, or co-ops. Non-recyclable paper and cardboard including soiled, wet or other wise unrecyclable fiber products including cardboard, napkins, paper towels, paper food wrappers, paper cups, paper food liners, paper egg cartons, coffee filters, fast-food wrappings, tissues, waxed paper, waxed corrugated or other compostable but not readily recyclable materials. Animal bedding (contains manure), poultry litter, animal remains including straw, materials from rendering facilities, stock yards, and animal processing plants.

such as cans, glass, plastic bottles and recyclable paper Plastics of any kind
including food and beverage containers, bags, Styrofoam (plates, cups, bowls),
film, flowerpots, plastic food wrappers, mugs, single serve containers (butter,
jelly/jam, ketchup/mustard, cream, etc.) Glass
such as food and beverage containers, broken windshields and windows, ceramics. Metals
such as aluminum and steel cans, foil wrappers, aluminum foil, scrap metal. Non-recyclable Mixed Municipal Solid
Wastes such as toys, baskets, tubes,
shoes, clothing, hats, belts, tape dispensers, electronics, picture frames,
computer discs, etc. Medical Wastes
such as sharps, gauges, medicine, wraps, red bag waste. Hazardous Wastes
such as batteries, mercury products, paint, aerosols, household cleaners,
varnish, fluorescent lights, etc. Grit
such as sand. At the Empire site, SET grinds SSOM with a bulking agent. Feedstock is then loaded into the CTI In-Vessel System. This system helps eliminate pathogens and weed seeds, speed degradation, reduces odor, and maintains moisture.
When the compost is ready to be transferred to the curing pile, the bags are cut along the bottom and “peeled off” the compost. Compost is transported to the curing pile using a front end loader.
TAX INCENTIVES FOR PROCESSING Waste abatement policies adopted by the state and counties during the past 20 years, help incentivize generators and haulers to process materials. These incentives are outlined below.
